Gloria María Borrero Restrepo - Executive Director
Lawyer of the Universidad Javeriana, with specialization in Administrative Rights with knowledge of judicial systems and with extensive experience in the direction of investigation projects and work teams, for the design and development of jurisdictional management processes and procedural reform, in Colombia, Paraguay, Peru and Dominican Republic.

She has been in charged of the design and implementation of International Cooperation Programs in themes of justice -handled since the FES: the first program of justice supported by the USAID in Colombia-. She participated in the design and negotiation of the subsequent proposals of cooperation of that agency for our country, over the US$ 50 million dollars and for the Justice of Paraguay by US$ 12 million. She is part of the management committee, founder member and present Director of the "Corporación Excelencia en la Justicia". This organization promotes excellence in leadership and Justice by the momentum of a cultural and institutional transformation that satisfies the collective yearning for an early and complete Justice leaves all Colombians.

She also has participated in the design and implementation of works systems and of information for the management of judicial processes, for the judicial defense of the Nation, as well as management by results with monitoring to indicators of management, judicial statistics and surrender of accounts. Moreover has participated in research on policy reforms, justice themes and the implementation of information systems around justice's topics.

She is part of the team of consultants of the Regional Project of the PNUD "Management for the Governability", in charged of the assemble of a management system -named SIGOB- in the Presidency, Ministry of Justice, Department of Defense and Upper Counsel of the Judgeship of Colombia. This system has been used to follow the currently presidential goals in the Alvaro Uribe's Government and the commitments of Communal Counsels.

Consultant for re-organization of state companies, processes of reform of the State of the Governments of the Presidents Gaviria, Samper and Pastrana and assessed in the legal and organizational areas, the creation of several Mixed Corporations (Maloka, to Innovate the Incubator of Businesses, for the development of the micro-business, Intered, Corporation for the basic education and the Technical Common of the Capital District).
